The damage difference is minimal even with full talent investments. With poisons now based on PPM, shiv specs are far less effective than before in PVE, instant poisons will probably be exclusive to mutilate PVE builds.
+28% Wound Poison Damage about wow gold, or roughly +5-6% overall damage, +7-8% if you are against heavy armor, yes, it is a much needed buff. But that is not all! With the new mutilate glyph reducing mutilate energy cost by 5, mutilate gained 9% higher damage per energy. No, it will not exactly make up for the 20% damage nerf, but every little bit helps to get cheap WoW Gold.
Remember PPMs are calculated off base weapon speed, slice and dice will get you 40% more poison procs off white hits, just like it would for static proc rates. Our sustained damage as mutilate/prep is now higher than 3.0.8 days about wow gold, pre-mutilate nerf.
20% armor reduction, that is god awful, there is no other way to put it, I am taking this ability off my toolbar. Against anything with less than 20000 armor, it is a nerf vs the old expose armor. You would not have used the old expose armor to begin with. You would be relying on your bleeds to get cheap WoW Gold.
Having said that, even I have to say the old expose armor was too powerful against low armor targets. It was too big of a damage increase. Once improved EA is applied, your healer will not be able to heal you through that kind of damage about wow gold.
20% is a really low number. Even with mace specs 15%, you have to sacrifice way too much stats to build serious armor penetration against heavy armor. The biggest problem with armor penetration is the first 35% armor you take off a 20000 target is so little compared to taking away the last 35% armor. Diminishing returns on armor creates a lot of "excess" that do not do you much good even if you do get rid of them.
